Cost to import a car from Japan to Zimbabwe

Rates & rules last reviewed

Zimbabwe is a right-hand-drive country with a large and active used-Japanese-car market, but the rules tightened significantly in March 2024. SI 54 of 2024 capped ordinary private imports at vehicles up to 10 years old from the year of manufacture — so in 2026 only cars from 2016 onward qualify. Limited exemptions exist under SI 172 of 2024 for returning residents and immigrants who qualify for the immigrant's rebate (broadly those who have lived abroad for two years or more), diplomats, and antique or classic vehicles aged 25 years or older (the latter need an import permit from the Ministry of Industry). Within that age window, a 5-to-10-year-old passenger vehicle also attracts a 35% surtax on the Vehicle Duty Price (VDP), making the tax bill steep for anything that is not almost new. Cars arrive via the Port of Durban in South Africa — roughly 1,900 km by road to Harare — and JEVIC or Export Auction Authority (EAA) inspection is mandatory before shipping. ZIMRA handles customs valuation on arrival, with all duties payable in USD. Our licensed team sources the right age-compliant car at auction, arranges inspection, books the shipping, and manages the entire clearing and delivery process so you receive a single upfront landed-cost quote.

How to import a car from Japan to Zimbabwe

  1. Pick an age-compliant car

Zimbabwe only allows passenger cars up to 10 years old (2016 or newer in 2026) for ordinary private imports. We shortlist right-hand-drive cars that clear the SI 54 age rule and brief you on the surtax if the car is between 5 and 10 years old.

  2. Auction sourcing in Japan

Our licensed USS auction access lets us find the exact car, read the full auction sheet and condition grade, and confirm its real mechanical state — all before you commit a dollar.

  3. JEVIC or EAA pre-shipment inspection

Zimbabwe requires either a JEVIC or Export Auction Authority certificate before the car leaves Japan. We arrange the inspection in Japan and keep the certificate with your shipping documents.

  4. Ocean freight to Durban

The car sails to the Port of Durban, South Africa — the main gateway for Zimbabwean vehicle imports. We send you the sailing schedule and tracking once the car is on the water.

  5. ZIMRA clearing and duty payment

On arrival at Harare (via Durban road transit), our agent presents the car to ZIMRA, pays the 40% customs duty, any 35% age surtax, and 15% VAT in USD, then obtains clearance for delivery.

  6. Inland delivery to your city

Once cleared, the car is delivered from Harare to Bulawayo, Mutare, Gweru, Masvingo or wherever you need it — at the price quoted before you paid.

Import duties & taxes in Zimbabwe explained

Zimbabwe's duty structure is layered and all amounts are payable in USD. Customs duty is 40% of the Vehicle Duty Price (VDP), which is CIF plus port charges. Passenger vehicles over 5 years old pay an additional Surtax of 35% on VDP — so a 7-year-old sedan faces both charges together. VAT at 15% is then applied to a Value for Tax Purposes (VTP) of VDP plus customs duty (the surtax is excluded from the VAT base). Combined, the total tax burden for a vehicle in the 5-to-10-year bracket typically runs 90–105% of CIF. Vehicles under 5 years avoid the surtax, which makes a meaningful difference. Because ZIMRA applies its own valuation schedule and the USD amounts shift by model, our team confirms the exact, current figure for your car.

Frequently asked questions

What is the age limit for importing a car from Japan to Zimbabwe?
SI 54 of 2024 limits ordinary private imports to vehicles not more than 10 years old from the year of manufacture — so in 2026 the car must be a 2016 model or newer. Exceptions under SI 172 of 2024 apply to returning residents and immigrants qualifying for the immigrant's rebate (broadly 2+ years abroad), diplomats, and antique/classic vehicles aged 25+ years with an approved import permit.
How much does it cost to import a car from Japan to Zimbabwe in duty alone?
Customs duty is 40% of VDP. Vehicles between 5 and 10 years old also pay a 35% Surtax on VDP, and 15% VAT applies on top. For a 7-year sedan the total tax burden typically runs 90–105% of CIF value. All payments are in USD. We quote the exact figure before you commit.
Which port does a Japanese car enter through for Zimbabwe?
Cars are shipped to the Port of Durban, South Africa and then moved roughly 1,900 km by road to Harare for ZIMRA customs clearance. Beira, Mozambique is an alternative route for some regions.
Is JEVIC inspection required for Zimbabwe imports?
Yes. Zimbabwe requires either a JEVIC or EAA (Export Auction Authority) certificate before the car is shipped from Japan. We arrange this in Japan as part of our standard process.
Can left-hand-drive cars be imported into Zimbabwe?
LHD is technically permitted but rarely practical on Zimbabwean roads and most buyers find registration and daily use difficult. We source exclusively right-hand-drive Japanese stock for Zimbabwean buyers.
