Zimbabwe's duty structure is layered and all amounts are payable in USD. Customs duty is 40% of the Vehicle Duty Price (VDP), which is CIF plus port charges. Passenger vehicles over 5 years old pay an additional Surtax of 35% on VDP — so a 7-year-old sedan faces both charges together. VAT at 15% is then applied to a Value for Tax Purposes (VTP) of VDP plus customs duty (the surtax is excluded from the VAT base). Combined, the total tax burden for a vehicle in the 5-to-10-year bracket typically runs 90–105% of CIF. Vehicles under 5 years avoid the surtax, which makes a meaningful difference.
