JDM Cars Turning 25 in 2026: The 25-Year Import Rule Explained (US Legal List + Import Cost)

Japanese cars built in 2001 become legal to import to the United States during 2026 under the 25-year rule. Eligibility opens 25 years after the car’s build month, so a January 2001 car clears in January 2026 and a December 2001 car waits until December. The class of 2001 is a strong one: the last Skyline GT-R R34 variants, the Silvia S15 Spec-R, the Lancer Evolution VII and the Integra Type R DC5 all start coming of age this year.

What is the 25-year import rule?

US law exempts any vehicle 25 years old or older from FMVSS, the federal safety standards that would otherwise require crash testing and compliance work. That exemption is the only practical route for a car never sold in America — which is what makes JDM imports possible at all. The 25 years count from the month the car left the factory, not its model year and not its first registration. Emissions are a separate hurdle with an earlier cutoff: the EPA exempts vehicles over 21 years old in their original configuration. A 25-year-old car clears both at once.

The build month decides everything

Customs works from the manufacture date. A car registered in early 2002 may have been built in late 2001, which would make it eligible months sooner than the paperwork suggests. Before bidding on any 2001 car we confirm the actual build month from the chassis number and manufacturer records, because getting this wrong means a car sitting in a bonded warehouse.

How does the month-by-month timing work?

A car built in March 2001 can enter the US from March 2026; a July 2001 DC5 clears from July 2026. Since the voyage from Japan takes five to seven weeks, the timing works in your favor if you plan backwards: a car bought about two months before its eligibility date lands at a US port just as Customs will accept it.

How much does it cost to import a JDM car to the US in 2026?

Four things make up the landed cost: the car at auction, ocean freight, US duty and fees, and trucking from the port. State rules: California and kei trucks

The 25-year rule is federal, and most states register a federally imported car without fuss. California is the exception that matters: it applies its own CARB compliance process to imports newer than 1975, which adds testing and cost.
