How do you import a car from Japan to Eswatini, and what does it cost? (2026)

Last reviewed by AVON INTERNATIONAL CO., LTD., licensed USS member dealer (card L-1525)

Eswatini charges 25% customs duty and a 5% ad valorem excise on CIF, then 15% VAT on CIF plus both, adding about 50% to the CIF value. A used car needs an import permit, and Legal Notice 183 of 2020 limits permit vehicles to 7 years old at the date of purchase. Cars land at Durban and enter Eswatini by road.

Worked example: a 2019 Toyota Vitz 1.0 L costs about 259,000 to 270,000 SZL (US$15,700 to US$16,400) delivered to Mbabane, at exchange rates of 14 October 2026.

Car import duty calculator for Eswatini

Eswatini is landlocked and drives on the left. Cars from Japan are shipped to Durban in South Africa and moved by road to an Eswatini border post, where they are declared to the Eswatini Revenue Service (ERS). Right-hand-drive Japanese cars suit local roads. Used cars are a controlled import. An import permit is required, and the Used Motor Vehicles Import Permit Specification Notice, 2020 (Legal Notice 183 of 2020) states that a used motor vehicle requiring a permit shall not be older than 7 years at the date of its purchase. The notice revoked an earlier 2012 notice, so age limits quoted elsewhere may be out of date; confirm the limit when applying for the permit. Taxes follow the Southern African Customs Union model: customs duty, ad valorem excise and VAT. ERS issues a Customs Clearance Certificate once duty and VAT are paid, and the Ministry of Public Works and Transport will not register a vehicle previously registered abroad without it.

How do you import a car from Japan to Eswatini, step by step?

  1. Check the age and obtain the import permit

Under Legal Notice 183 of 2020 the car must be no older than 7 years at the date of purchase. Apply for the used-vehicle import permit before shipping.

  2. Buy the car and obtain the export certificate

After purchase in Japan the registration is cancelled and an export certificate is issued. ERS lists the export certificate among the clearance documents.

  3. Ship to Durban

The car travels by sea to Durban and then by road through South Africa to an Eswatini border post.

  4. Declare inward transit at the border

At the border the declarant lodges the import declaration and an inward transit declaration, which for a vehicle from outside SACU is covered by a bond.

  5. Report to the inland office and pay duty and VAT

Within 2 days the arrival is reported at the ERS inland office and a warehouse declaration is lodged. The home-consumption declaration (IM4) follows, and customs duty and VAT are paid.

  6. Obtain the Customs Clearance Certificate

After payment, ERS issues a Customs Clearance Certificate at its Mbabane or Matsapha office. A registering authority may not register a foreign-registered vehicle without it.

  7. Register with the Ministry of Public Works and Transport

The ministry registers the car on presentation of the invoice, bill of lading, weighbridge and roadworthiness certificates, tax clearance, police clearance and the Customs Clearance Certificate.

Customs duty

VAT

Rate: 15%. Charged on: CIF + duty + earlier taxes.

Customs duty is 25% of CIF, the Southern African Customs Union rate for light vehicles. The ad valorem excise appears in the table as a flat 5% of CIF; the actual SACU ad valorem excise is price-based, smaller for cheap cars and larger for expensive ones, so the 5% is an approximation. VAT of 15% applies to CIF plus duty plus excise, about 19.5% of CIF. The three lines add roughly 50% to the CIF value, and none varies with engine size or fuel. Declarations are lodged on the SAD500 through the ASYCUDA system under the Customs and Excise Act, 1971, and duty and VAT must be paid before ERS issues the Customs Clearance Certificate.

How do you avoid scams when buying a car from Japan?

  • Check that the exporter is a registered Japanese company: look up its corporate number and address, and prefer members of the Japan Used Motor Vehicle Exporters Association.
  • Ask for the original auction sheet and, after purchase, the export certificate. Both name the chassis number, which should match the invoice.
  • Pay only to a company bank account in the exporter's name, never to a personal account or a money-transfer agent.
