How do you import a car from Japan to Zimbabwe, and what does it cost? (2026)
Last reviewed by AVON INTERNATIONAL CO., LTD., licensed USS member dealer (card L-1525)
Zimbabwe charges customs duty of 40% of the value for duty purposes (VDP) on a typical car, a 35% surtax on passenger cars more than 5 years old, and 15.5% VAT on VDP plus duty. For a car aged 6 to 9 years that adds about 97% of VDP. Second-hand cars 10 years old or more from manufacture cannot be imported, so in 2026 only 2017 or newer cars qualify.
Worked example: a 2018 Honda Fit 1.3 L costs about 21,200 to 23,500 USD (US$21,200 to US$23,500) delivered to Harare, at exchange rates of 14 October 2026.
Car import duty calculator for Zimbabwe
Zimbabwe drives on the left and its roads are dominated by right-hand-drive Japanese cars. The binding rule is age: the Zimbabwe Revenue Authority (ZIMRA) states that second-hand vehicles aged 10 years and above from the date of manufacture shall not be imported, which in 2026 means a car built in 2017 or later. Limited exemptions exist for some returning residents, diplomats and classic vehicles, and need prior approval. Within that window, tax is heavy. Customs duty and a surtax on passenger cars more than 5 years old are both charged on the value for duty purposes (VDP), which is the CIF value plus port handling and other charges up to the first point of entry into Zimbabwe. VAT is then charged on VDP plus duty. Duties are payable in US dollars. Zimbabwe is landlocked. Cars from Japan are usually landed at Durban in South Africa or Beira in Mozambique and driven or trucked to the border. The car is inspected in Japan before shipping, and ZIMRA checks the declared value against the open market value of similar cars.

How do you import a car from Japan to Zimbabwe, step by step?
Check the year of manufacture
Second-hand cars 10 years old or more from manufacture cannot be imported, so in 2026 buy a 2017 or newer car. A car over 5 years old also pays the 35% surtax.
Buy the car and get the export documents
After purchase in Japan the registration is cancelled and an export certificate (the registration book for a used car) is issued, with the export bill of entry. Keep the invoice, freight and insurance statements.
Pass inspection in Japan
The car is inspected before shipping by JEVIC or the Export Auction Authority (EAA), and a pre-clearance check is arranged through a ZIMRA-approved agent.
Ship to Durban or Beira
The car is shipped to Durban in South Africa or Beira in Mozambique. Port handling there is added to the CIF value to form the VDP.
Transit to the Zimbabwe border
The car moves in transit by road to the Zimbabwean border. From Durban the haul to Harare is about 1,900 km; from Beira it is much shorter.
Declare the car to ZIMRA and pay duty
The importer or a registered clearing agent declares the car on Form 47 with the supporting documents. ZIMRA assesses customs duty, surtax and VAT, payable in US dollars.
Register the car with the Central Vehicle Registry
After customs release the car is registered with the Central Vehicle Registry, which issues Zimbabwean number plates and a registration book.

- ZIMRA Customs Declaration Form 47
- Police clearance (SARPCO certificate) if the car is imported from a Southern African country
- Central Vehicle Registry registration application
What import duties and taxes does Zimbabwe charge?
| Tax | Rate | Charged on |
|---|---|---|
| Customs duty (engine cc) | 40%–60% by engine size | CIF value |
| SurtaxApplies to vehicles 6+ years old | 35% | CIF value |
| VAT | 15.5% | CIF + import duty |
Customs duty (engine cc)
Rate: 40% up to 2,000 cc; 60% above 2,000 cc. Charged on: CIF value.
Surtax
Rate: 35%. Charged on: CIF value. Applies to vehicles 6+ years old. Source: ZIMRA — Calculation of duty on importation of private motor vehicles.
VAT
Rate: 15.5%. Charged on: CIF + import duty.
ZIMRA charges customs duty and surtax on the value for duty purposes (VDP): the CIF value plus port handling at Durban, Beira or another port and any other charges up to the first point of entry into Zimbabwe. Customs duty is 40% of VDP for a typical sedan; the table applies a higher rate to cars above 2,000 cc as a proxy for SUVs and larger vehicles, which the tariff can class differently. Surtax of 35% of VDP applies only to passenger cars more than 5 years old at the time of import. VAT, 15.5% from 1 January 2026, is charged on VDP plus customs duty (the value for tax purposes), so surtax is not taxed again. Valuation follows Part X of the Customs and Excise Act [Chapter 23:02] and the WTO Valuation Agreement; ZIMRA can reject a declared value that does not reflect an open market value.

How do you avoid scams when buying a car from Japan?
- Check that the exporter is a registered Japanese company: look up its corporate number and address, and prefer members of the Japan Used Motor Vehicle Exporters Association.
- Ask for the original auction sheet and, after purchase, the export certificate. Both name the chassis number, which should match the invoice.
- Pay only to a company bank account in the exporter's name, never to a personal account or a money-transfer agent.
